Add A Script Registry Built-in Script#8

It should be available just to Confluence admins.

The script should make it easier to to search your ScriptRunner custom scripts, and view any type-checking errors or deprecation warnings.

It should cover break out the registrty into individual SR sections like Listeners and Jobs.
